Politics: America - papers published in the Pennsylvania Gazette suggest King of France advanced a loan to the US Congress of 18 million livres over the yrs 1788-1782 at 5% p.a interest, which Dr Franklin promised on behalf of Congress would be repaid on 1 Jun 1788. Now French King has agreed repayment of capital to be over 12 yrs from 3rd yr of peace, & to forgo interest arrears to date of the peace treaty (London, 8 Aug).
